Professional Training

Originally known as the Residential Worker Competency Program (RWCP), the Out-of-Home Care Private Agency Program (OHCPAP) was initiated in 1992 as a collaborative effort between the Kentucky Department for Community Based Services (DCBS) and Eastern Kentucky University Training Resource Center (EKU-TRC). OHCPAP provides various training opportunities to all Title IV-E eligible childcare staff working in private childcare agencies, Private Child Placing (PCP) and Private Child Caring (PCC), in the Commonwealth of Kentucky (or those agencies serving Kentucky youth) at no cost to the agency.

OHCPAP collaborates with DCBS to determine the training needs of youth care workers in private childcare facilities and delivers effective training programs across the state to address those needs for front-line childcare staff, foster parents, and foster care staff. In addition, OHCPAP offers continual training opportunities for experienced trainers, supervisors, and senior-level managers to further their knowledge.
